Justice S.C. Das, Hon'ble Chairperson, Tripura Human Rights Commission, Tripura

Born on 16.3.1955, he has Graduated with LL.B. from Calcutta University. He was enrolled as an Advocate under Bar Council of West Bengal on 27.02.1981 and thereafter he was transferred to the Bar Council of Assam, Tripura, Manipur, Nagaland etc. and started practice as an Advocate in civil, criminal and revenue branches of law, both in original and appellate side, in different Courts of Tripura.

While practicing as an Advocate worked as a part-time lecturer of Commercial and Industrial laws in the Govt. Degree College at Udaipur he was also associated with different social service activities in South Tripura District. He was Secretary of District Bar Association and the Secretary of Consumer Protection Association, South Tripura. He was involved in the development programmes of Matabari temple including Udaipur Town development. He has also worked as Govt. Advocate in South Tripura District at Udaipur and a retainer/penal lawyer of Tripura Gramin Bank, Life Insurance Corporation of India, Tripura Road Transport Corporation, National Insurance Company, Oriental Insurance Company, New Assurance Company and many other organizations.           

He joined as Tripura Judicial Service in Grade-I (Higher Judicial Service) on 18.02.1991 as a direct recruit. As a Judicial Officer, he has worked in different posts such as, Chief Judicial Magistrate, Additional District & Sessions Judge, L.R. & Secretary, Law/Legislative Department, Govt. of Tripura, Member Secretary of Tripura State Legal Service Authority, District & Sessions Judge and thereafter was elevated as a Judge of the Gauhati High Court from service on 17.10.2011. From the date a separate High Court was established in Tripura, he was appointed as Judge of the High Court of Tripura and worked in the said post till the date of superannuation on 15.03.2017. As Judge of the High Court of Tripura, he has dealt with several Writ cases on Constitutional/legal issues, service matters, tax matters, civil and criminal appeals, public interest litigation and various other types of cases.

He was appointed by the State Govt. as Chairperson of Tripura Human Rights Commission and he assumed office on 03.01.2022.

Born on 1st May, 1961. Completed LLB from TNB Law College, Bhagalpur, Bihar in the year 1985. Joined in Tripura Judicial Service as J.M 2nd Class on 23rd February, 1988. Also served as CJM (West) & CJM (North). Retired as District and Sessions Judge (Super Selection), south Tripura, Belonia  on 30th April, 2021

Also Served as Commissioner of Departmental Inquiries for one & half year.

Appointed as Member, Tripura Human Rights Commission, Tripura on 5th July, 2024.

Shri Bimal Kanti Ray

Shri Bimal Kanti Ray was born on 8th November, 1954. He passed B.Sc. with Honours in Chemistry from Maharaja Bir Bikram College, Agartala in 1972 and M.Sc. in Bio - Chemistry from the University of Calcutta in 1974. Sri Ray passed LL.B. in 2016 from Utkal University, Odisha and M.A. in English in 2016 from IGNOU. He passed certificate course in Kokborok Language conducted by the Education Department Govt. of Tripura in 2017.

         Shri Ray joined service in Enforcement Directorate, Govt. of India  in 1975 as Asst. Enforcement Officer and worked in Gujarat, West Bengal and N.E. States. In 1983, he left the service in E.D. and joined Tripura Police Service as Dy.S.P. He worked as SDPO in various Sub-Divisions including Sadar etc. He was promoted as Addl. SP in 1991 and as S.P. in 1993 and posted in extremist-infested Dhalai District. That time, different extremist groups, backed by foreign powers became extremely active and committed series of killings, looting and arson on innocent people, living in interior areas of Tripura. Sri Ray, as S.P. of the district, with other security forces successfully fought a grim battle against the militants and brought back peace and tranquility. In 2001 Sri Ray went to KOSOVO (erstwhile Yugoslavia), as an Indian member of the United Nations Peace Keeping Force. Due to his commendable performance towards restoration of peace in KOSOVO, he was awarded the United Nations Peace Keeping Medal.

         In 2007, he was promoted as DIG and worked as DIG (HQR), DIG Southern Range, and DIG Northern Range. He was promoted as IGP in 2011 and was posted as IGP, TSR. As IGP, TSR he led the force from front and fought a decisive battle against the separatist outfits like the NLFT, ATTF etc. and contributed a lot for restoration of peace in Tripura. As a recognition of the outstanding performance by Tripura Police against the insurgency, it was awarded the President’s Police Colour in 2010.

         As individual recognition of the exemplary performance as a police officer Shri Ray was awarded Indian Police Medal for Meritorious Service in 2000, Antrik Seva Padak in 2002 and the president Police Medal for Distinguished Service in 2010.    

         Shri Ray retired in 2014. After retirement from Police, Sri Ray joined Reliance Jio, a Corporate, as State Coordinator of Tripura and worked there for five years. Sri Ray joined as a Member of the Tripura Human Rights Commission on 1st July, 2021.
